The William Street Planning Framework provides clear guidance on building design and land use and proposes initiatives to enhance public spaces, improve transport and foster a vibrant and inclusive town centre.
It covers the area bounded by Bulwer Street to the north, Lindsay Street/Baker Avenue to east, Newcastle Street to the south and Lake Street to the west.
Over a period of 18 months the City of Vincent consulted with community and businesses, incorporating this feedback into planning controls and place planning actions to support the community’s vision.
The William Street Planning Framework was adopted by Council at its meeting on Tuesday 12 August 2025.
A subsequent amendment was made by Administration on 11 November 2025 to correct an error in street naming ‘Monger’ Street which had been incorrectly referred to as Money Street.
