The approved development at 139-141 Lake Street, Perth comprises a seven-storey mixed-use building containing 29 apartments and a ground floor café.
Current status
Before construction can begin, the applicant must satisfy all relevant conditions of development approval and obtain the required permits and approvals. This includes the submission and approval of a Construction Management Plan in accordance with the City's Local Planning Policy: Construction Management.
Construction Management Plan
The Construction Management Plan outlines how construction impacts will be managed and communicated during the build. The plan must address:
- Site entry points
- Traffic management
- Contact details for the project
- Community notification and communication
- Parking management
- Dust, sand and vibration management
As part of their construction management, the applicant is required to provide written notification to all owners and occupiers within a 100-metre radius of the site at least 14 days before development works commence.
Temporary Use of Stuart Street Reserve
To support construction of the development, Willing Development has entered into a temporary licence agreement with the City for the use of approximately 317m² of Stuart Street Reserve.
Why the reserve is required
The development site is constrained and directly adjoins the reserve. The licence area is proposed to be used for the temporary storage of construction materials, plant and equipment during the construction period.
The reserve area cannot be occupied or used until all required approvals, permits and licence requirements have been met.
The licensed area will be enclosed by temporary fencing, with appropriate signage and safety measures in place.
Public access to the remainder of Stuart Street Reserve will be maintained.
The temporary use of the reserve will remain subject to the conditions of the licence agreement and ongoing oversight by the City.
What happens to the reserve after construction?
At the completion of construction, the applicant will be required to:
- Reinstate the licensed area.
- Undertake landscaping works required by the development approval.
- Deliver additional improvements required under the licence agreement.
As part of the licence agreement, the applicant is working with the City of Vincent and members of the community to prepare a landscape plan for this section of Stuart Street Reserve.
The City retains responsibility for reviewing and approving the landscape plan. The proposed improvements will include additional landscaping, beautification works and tree planting.
The City will continue to oversee the management of the reserve and any future improvements, while taking community and local resident feedback into consideration.
