Organisational performance program
The Organisational Performance Program (OPP) is a City of Vincent strategic initiative to continuously improve how services are delivered to the community. Through a structured and transparent approach, the OPP ensures that services are appropriate, effective and efficient, aligning with community needs and future priorities.
The OPP focuses on enhancing service delivery across all areas of our operations. It is designed to ensure that every service we provide - whether it’s waste collection, community engagement, or urban planning - is aligned with community needs, delivered efficiently, and is adaptable to future challenges.
The OPP includes the Service Delivery Review Program (SDRP) - an annual process that evaluates how well services are performing and identifies opportunities for improvement.

The OPP is driven by collaboration across all departments. It includes:
- team planning days
- service reviews
- executive presentations
- Council reporting

What's included
The 2024/25 program reviewed:
- 55 service plans and 296 deliverables across 16 service areas.
- Capability and maturity levels of services.
- ICT and process improvements.
- Staff development and resource needs.
- Strategic alignment with the Strategic Community Plan (SCP).
Why it matters
The OPP ensures that we remain responsive, accountable and forward-thinking. It supports better decision-making, fosters innovation and aims to strengthen community trust in our services.
CEO KPIs
The OPP plays a critical role in helping us achieve the CEO's Key Performance Indicators (KPIs), which are endorsed by Council and publicly available.
These KPIs are the primary mechanism through which Vincent demonstrates its alignment with Council’s objectives and the broader vision as outlined in the SCP and Corporate Business Plan.
Productivity Scheme
As part of the OPP, staff are able to take part in the Productivity Scheme which promotes greater productivity, health, wellbeing, retention and work-life balance.
The scheme aims for continuous improvement in delivering our projects, programs and services in the simplest, quickest and most cost-effective manner.
Edith Cowan University Professor Ben Farr-Wharton and his research team conducted an evaluation report on the scheme earlier this year.
The ECU researchers recommended that the scheme should continue. It is now ongoing and is continuously being reviewed.
