Local Planning Strategy & Scheme
All local governments in Western Australia are required to have a Local Planning Strategy and Scheme. The Strategy sets out the long term land use planning direction and vision for the City while the Scheme sets out the rules for development in the City that align with this direction and vision. The Local Planning Scheme maps provide the land zoning, which in turn indicates the type of uses that may be possible in each particular area.
Local Planning Scheme No. 2 and Local Planning Strategy
Our new and modern Scheme determines land uses, densities and a clear vision for future development in Vincent. It strikes the right balance by protecting our residential neighbourhoods and leafy streets and parks, whilst encouraging sensitive, higher density development in our town centres and along major roads.
Our community expressed a strong desire to maintain the unique and highly valued fabric of Vincent’s established residential areas, and this has been achieved through maintaining lower residential densities.
Our town centres and main roads will provide opportunities for urban infill, and to meet density targets set by the State Government, with the benefit of more vibrancy and activity in these important local economic centres.
We will see Claisebrook shine brighter, with an incredible future ahead as a transit oriented, inner city hub for both residents and businesses. Claisebrook has long been impacted by the existence of two concrete batching plants. The new Scheme requires the wind down of concrete production by 2024, shifting the focus to high density mixed use development with the potential to deliver more homes than a new outer suburban residential estate.

Local Planning Scheme No. 2 and Local Planning Strategy Progress
Update August 2022
The Planning and Development (Local Planning Schemes) Regulations 2015 (Part 6, Division 1, Regulation 65) requires the City of Vincent to review its current Scheme and Strategy every 5 years. To fulfil Regulation 66 (1), Council considered a review report on 17 May 2022 and resolved to recommend to the Western Australian Planning Commission (WAPC) that the City of Vincent's Scheme and Strategy were satisfactory, subject to some amendments. The WAPC subsequently considered the review report and resolved that both the Strategy and Scheme will require amendments and updating. Pursuant to regulation 67 (2), the City hereby publishes the review report and the Commission's decision, with hardcopies available for viewing at the City's Office at 244 Vincent Street, Leederville.
Update April 2025
Following the statutory review process, Council resolved at its April 2025 meeting to endorse the draft Local Planning Strategy for advertising. The Strategy was subsequently forwarded to the Western Australian Planning Commission for consent to advertise.
Update March 2026
On 4 March 2026, the Western Australian Planning Commission endorsed the Local Planning Strategy for advertising. The Strategy will now be publicly advertised for community comment in accordance with the Planning and Development (Local Planning Schemes) Regulations 2015. Further information regarding the advertising period will be made available on this page and through the City's consultation channels.

Why does the Strategy and Scheme need to be reviewed?
The Planning and Development (Local Planning Schemes) Regulations 2015 require every local government in Western Australia to review its Local Planning Strategy and Scheme every five years. The City's current Strategy was endorsed by the WAPC in 2016 and is now due for updating.
Since 2016, the planning framework has changed significantly, with new State planning policies and design standards that the Strategy needs to reflect. The State Government has also set a population target of 59,130 residents for Vincent by 2050, which is a 32 per cent increase on today's population. The review ensures the City has a clear plan for where and how that growth will be managed.
The review is also an opportunity to respond to the community's evolving needs, including demand for more diverse and affordable housing, and to strengthen protections for neighbourhood character, heritage, and tree canopy as development pressure increases.
What will the review into Strategy and Scheme mean for the City?
An amended Strategy and Scheme will result in a few key changes from the type of development that currently exists in the City of Vincent.
- New housing density will be focused in town centres, along transit corridors, and near train stations and high frequency bus routes.
- Established residential neighbourhoods will maintain their low to medium density character.
- A greater variety of housing types will be encouraged, including affordable, adaptable, and diverse dwelling options.
- Bespoke planning frameworks will be developed for each town centre to attract investment and keep centres active and viable.
- Tree retention and canopy cover will be prioritised to ensure infill development complements the City's greenery.
- Heritage places, character streetscapes, and areas of Aboriginal cultural significance will be protected.
- Best practice sustainable design will be required in new development.
- Walking, cycling, and public transport connections will be improved to reduce car reliance.
