Road Maintenance and Responsibilities
Find out who is responsible for different roads within the City of Vincent, how local roads, footpaths and associated drainage infrastructure are maintained and renewed, how projects are prioritised and funded and where to find current works.
Who looks after roads
The City of Vincent is responsible for managing and maintaining most local roads, footpaths and associated drainage infrastructure within the City.
Main Roads WA is responsible for Charles Street, East Parade and the Mitchell Freeway.

Road and footpath maintenance and renewal
The City maintains and renews local roads, footpaths and associated drainage infrastructure to help keep them safe, reliable and fit for everyday use.
This includes:
- Resurfacing roads
- Repairing damaged pavement
- Renewing kerbs and drainage
- Maintaining non-regulatory line marking e.g. “no-stopping” and parking bays
- Maintaining City owned Right of Way laneways
- Repairing footpaths
- Upgrading road infrastructure where needed.
Maintenance and renewal works are planned using regular condition inspections, technical assessments and available funding. Projects are prioritised based on factors such as asset condition, safety, traffic volumes, asset age and community needs, helping ensure available funding is directed where it will have the greatest benefit.
The City's drainage network is also inspected, maintained and renewed to help manage stormwater, reduce the risk of flooding and support the long-term performance of the transport network.

Road safety planning
Road safety improvements are planned through the City's Road Safety Management Plan, in partnership with Main Roads WA, the WA Police Force, the Department of Transport, the Road Safety Commission and WALGA RoadWise.

How road projects are funded
Road projects are funded in different ways depending on the type of work and who is responsible.
- Many local road maintenance and improvement projects are funded through the City's annual capital works program.
- Some projects are funded or co-funded by the State Government through programs such as the Low-Cost Urban Road Safety Program and the State Black Spot Program.
- Under the State Black Spot Program, two thirds of the cost is funded by Main Roads WA and one third by the City.
- Black Spot projects can also be funded through the Australian Government Black Spot Program, which covers 100 per cent of the project cost.
- Major projects on State-controlled roads may be fully funded and delivered by Main Roads WA, sometimes in partnership with the City.
For example, traffic calming improvements on Brisbane Street are being delivered in partnership with Main Roads WA and are fully funded through the Low-Cost Urban Road Safety Program.
Major developments and traffic management
Large developments across the City of Vincent, such as new apartment buildings or mixed-use developments, can affect local roads and traffic during construction.
As part of the development approval process, developers are required to prepare a Traffic Management Plan outlining how vehicle access, parking, pedestrian access and traffic impacts will be managed while construction is underway.
