There are no additional costs when you pay in full.

Pay in four installments

If you are unable to pay in full, you may choose to pay your rates in four instalments across the financial year.

  • Any arrears and the full first instalment amount must be paid by the first instalment due date
  • Payment must be received by close of business on the due date
  • Late instalment payments cannot be accepted due to State Government legislation.

Rates smoothing (pay weekly, fortnightly or monthly)

Rates smoothing allows you to spread your rate payments evenly across the financial year using regular direct debit payments.

This option can help with budgeting by reducing large lump-sum payments.

How rates smoothing works

  • Payments are made weekly, fortnightly or monthly (see dates below)
  • Payments are deducted automatically by direct debit
  • Payments are spread between 29 August 2025 and 29 May 2026.

Interest of 5.5% applies. Refer to your annual rate notice for the cost.

How to apply

To apply for rates smoothing, complete the Direct Debit Request and Service Agreement (DDRSA) form and return it to the City by the due date shown on your notice.

Direct Debit Request and Service Agreement (PDF)

If you are having trouble paying your rates due to a sudden or temporary change in circumstances, support is available.

We encourage you to contact the City’s Rates team as early as possible so we can work with you to find a suitable option.

Option 1: Request a special payment arrangement

If you are unable to pay your rates on time, you may apply for a Special Payment Arrangement.

A special payment arrangement allows you to make affordable weekly, fortnightly or monthly payments that must be paid in full by the end of the financial year.

Option 2: Apply for financial hardship support

Financial hardship can occur for many reasons. You may be eligible for support if paying your rates affects your ability to meet basic living needs due to circumstances such as:

    • Loss or reduction of income
    • Illness, injury or chronic health conditions
    • Caring responsibilities
    • Relationship breakdown or loss of a loved one
    • Domestic or family violence
    • Other unexpected financial pressures.

Each situation is assessed individually, with care and understanding.

    What support may be available

The City has a range of measures in place to assist eligible ratepayers. Support may include:

    • Modified or customised payment plans
    • Extensions to payment due dates
    • Suspension of interest charges
    • Suspension of debt collection while an arrangement is in place.

Support is based on your individual circumstances and ability to pay.

    How to apply

If you are experiencing financial hardship, submit a Notification of Financial Hardship Form (link below) as soon as possible so the City can assess your circumstances.

    Notification of Financial Hardship Form

Alternatively, you can download and complete the PDF version of the form if you wish to submit in person, post or by email.

    Financial Hardship Application Form (PDF)

If you are applying for assistance for more than one property, you must submit a separate application for each property.

More information about eligibility and the assessment process is available in the City’s Financial Hardship Guidelines.
