
Leederville car park redevelopment
The City of Vincent has been working for a number of years to plan for the future of Leederville town centre, including the redevelopment of the Frame Court and The Avenue car parks.
The car parks cover 12,800sqm in the heart of Leederville and currently provide 400 parking bays at ground level. They are key sites with the potential for better public carparking, more parkland and high-quality redevelopment
Timeline
July 2026
At its July meeting, Council authorised the City to begin the process to enter into new transaction documentation as per the Revised Proposal Major Land Transaction Business Plan.

May 2026
The City of Vincent invited submissions on a revised business plan for the redevelopment of the Leederville car parks at Frame Court and The Avenue.
This consultation followed the development of a revised proposal for redevelopment at Frame Court. As a result, a new Major Land Transaction Business Plan was prepared and publicly advertised before Council decided whether to proceed.
January 2026
A revised proposal was negotiated and finalised in January 2026. Because this proposal includes material changes, the City is required under the Local Government Act 1995 to consult again before Council decides whether to proceed.
2024
In late 2024, H-U (formerly Hesperia) proposed changes to the major land transaction involving additional land and modifications to the offer to the City. Council did not proceed at that time and authorised further negotiations
2023
Council endorsed H-U (formerly Hesperia) as the preferred proponent. Later that year, the City consulted state‑wide on the Major Land Transaction Business Plan, receiving around 200 submissions. Council approved the major land transaction in November 2023 and the transaction documents were executed in January 2024.
2022
Following adoption of the Structure Plan, in 2022 the City ran a competitive two‑stage Expression of Interest process to identify potential partners for the redevelopment of the car park sites.
2021
The Leederville Precinct Structure Plan was approved 21 September 2021.
2019
Community engagement helped shape the long‑term vision for the Leederville precinct. This work informed the Leederville Precinct Structure Plan which was adopted in 2021.
