What sets Vincent apart is its rich, layered history, grounded in a place that always was and always will be Whadjuk Noongar Boodja.
Once on the city’s fringe, this inner-city area has long been shaped by people from all over the world, creating the vibrant community we know today.
Vincent is celebrated for its thriving arts and culture scene, from artists, galleries, street and public art, to live music venues, laneways, Hyde Park events, the Pickle District, and creative institutions such as The Rosemount and RTRFM.
Our community is diverse, multicultural, creative and engaged, with a strong appreciation for art and culture.

Arts Plan 2023-2028
Percent for art
The City of Vincent was the first local authority to introduce a Percent for Art Policy in 1998, under the State Government's Percent for Art Scheme. The Policy was recently reviewed and updated in February 2023.
Development proposals subject to this Policy are to set aside a minimum of one per cent (1%) of the total project cost for the development, to be used for public artwork. The City encourages applicants to consider public art opportunities as early as possible in the planning phase for development applications in order to achieve integrated and valuable outcomes with a high level of artistic integrity.
Advisory group
The Arts Advisory Group plays an important role in encouraging and promoting Arts in the City of Vincent, particularly through the provision of expertise and opinion to the City regarding its public art commissions and percent for art acquisitions.
The objectives of the Arts Advisory Group are to act in an advisory capacity to advocate and promote arts in Vincent and to provide expert advice and recommendations to the City on arts projects in Vincent.
