About Environmentally Sustainable Design
Environmentally Sustainable Design (ESD) helps create buildings that are more comfortable to live in and have less impact on the environment.
Some key ESD principles include:
- Designing living areas to face north to capture winter sun and block summer heat.
- Using renewable energy like solar panels.
- Choosing water and energy efficient appliances.
- Placing windows and doors on opposite sides of the room to allow natural cross-ventilation.
- Installing a light coloured roof to reflect heat.
The City’s Built Form Policy is applicable to all development within the City of Vincent and includes standards and objectives for ESD.

Green design advisors
Our Green Design Advisors are from the City's Design Review Panel and can provide free, independent, expert advice on how to make your new home design or renovation more environmentally friendly.
They can come to your home, your building site or your designer’s office. You can also visit them at the City’s Offices at 244 Vincent Street, Leederville.
Advice is available for homeowners, home designers, builders and industry professionals.

GreenTrack your development application
If you are designing a new home or planning alterations or additions, the City’s GreenTrack service can support you to build more sustainably and get your application processed faster.
GreenTrack offers:

Free Life Cycle Assessment (LCA) reports to help improve your design’s environmental performance
-
Priority planning assessment for Single House, Grouped Dwelling and Multiple Dwelling applications that include an LCA and apply ESD principles
By designing with sustainability in mind from the start, you can reduce your impact and get your approval sooner.
Eligible development
To be eligible for a prioritised assessment and reduced development application fees through GreenTrack, your application must include one of the following:
1. Submit a Life Cyle Report
All new Single Houses, Grouped Dwellings, and Multiple Dwellings assessed under Part C of the Residential Design Codes, including alterations and additions, are eligible for prioritised assessment where a Life Cycle Assessment (LCA) report is submitted demonstrating the application of ESD principles.
2. Retain a Significant Tree
All Single Houses, Grouped Dwellings, Multiple Dwellings, Commercial, and Mixed-Use developments, including additions with a construction cost greater than $50,000, are eligible for reduced development application fees if they retain a significant tree on site.
A significant tree is one that meets the following criteria:

Is a healthy specimen with ongoing viability; and
-
A species not listed on a National, State, or local weed register; and
-
Has a height of at least 4 metres; and/or
(Note: Xanthorrhoea species from 1.2 metres and Banksia species from 3 metres are considered significant)

Has a trunk diameter of at least 160 millimetres, measured 1 metre above ground; and/or
-
Has an average canopy diameter of at least 4 metres; and/or
-
Any other species likely to be a remnant or regrowth local native tree with a height or canopy width deemed significant by the City; and/or
-
Is an established tree significant from an Aboriginal Heritage perspective. These can include Nuytsia floribunda (Western Australian Christmas Tree); and/or
-
a mature specimens that provide habitat or food for local fauna.
(e.g. Banksia and Hakea, known food sources for Carnaby’s Black Cockatoo)
Development Assessment Panel applications are not eligible for the GreenTrack pathway.
What is a life cycle assessment?
LCA measures the environmental performance of a building over its entire life. It helps you understand how your design choices reduce environmental impacts - right from the start.
Using an LCA is one of the easiest ways to reduce your carbon footprint and improve the sustainability of your home.
An LCA can help you:

What does the City require?
To be accepted by the City, your LCA must:
Your LCA report must include:

The lifetime savings in global warming potential and net freshwater use
-
A description of the preferred strategies used to achieve these savings
(e.g. solar PV, solar hot water, energy-efficient appliances)
-
Quantification of the environmental impacts of each preferred strategy
-
A list of reserve strategies that will be used if any preferred strategy cannot be delivered during final design

Receive a free assessment
The City offers free access to LCA for eligible proposals.
To receive a free LCA all you need to do is:
- Before lodging your development application, obtain a LCA that has been prepared in accordance with standards specified in the City’s Built Form Policy. The easiest way to do this is to use Cerclos's RapidLCA for $60.00.
- Lodge your development application with your LCA and copy of your proof of purchase for receiving your LCA.
- We will reduce your development application fee by amount it cost you to receive your LCA (up to a maximum of $200).
Lodging a GreenTrack application
Before lodging your development application, we recommend booking a pre-lodgement meeting with one of our Urban Planners to discuss your proposal and confirm your eligibility for the GreenTrack pathway.
Once you have confirmed your eligibility for priority assessment or a fee reduction, follow the steps below:
- Ensure you have all information needed for submission in accordance with our Single House and Grouped Dwelling Application Checklist
- Tick the “GreenTrack Priority Assessment” box on the Application for Development Approval Form

Make sure you have one of the following:
-
A Life Cycle Assessment (LCA) prepared by a suitably qualified assessor, meeting the City’s Built Form Policy requirements.
Include proof of payment of your Life Cycle Assessment. This will allow the City to reduce your development application fee to subsidise the amount you spent to obtain your Life Cycle Assessment, to a maximum of $200.00.

Plans showing retention of a significant tree on site. We suggest include information on how this tree meets the above significant tree criteria.
- Lodge your application for development approval here.
- Pay your development application fee at a discounted rate (ordinary fee of your application minus the cost of your LCA).
How we GreenTrack your application
In considering eligible Green Track assessments, we will prioritise your assessment by:
- Prioritising first assessment of your application, within 10 days of a complete application being submitted;
- Prioritising assessment of amended plans and/or additional information submitted following a Request for Further Information, within 5 days of submission.
Please note that using this service does not result in any preferential determination of a development and all proposals will require a merit assessment against the relevant planning framework.
This service does not preclude the proposal from being processed in accordance with relevant statutory requirements.

Sheets & templates
To assist you in addressing the ESD standards of the Built Form Policy, we’ve prepared the following information sheets and templates depending on the type of development you’re proposing.
For alterations and additions to existing dwellings, mixed use or commercial buildings, these ESD standards don’t apply. However, we still encourage you to incorporate good ESD practices in these types of development, and the above information sheets will be able to assist you in doing this.
