About e-permits

An e-permit is an easier way to manage your parking permit. 

  • Residents have complete control of their own account.
  • Residents no longer have to wait for paper permits to be sent in the mail, where they run the risk of being delayed or being stolen.
  • Removes the risk of the permit falling off of the dashboard, or being forgotten to be passed on or returned by visitors.
  • No waiting periods. Once a vehicle registrations is entered and saved in the account, it is live instantly.
  • Once the account holder has entered a vehicles registration into the system, it will stay there permanently until the resident chooses to add or remove vehicles. The City has labelled this as a ‘set and forget’ functionality.
  • Quick and easy access for the account holder to the online system to easily add and activate registrations as needed.

FAQ

How does an e-permit work?

The e-permit system allows residents to create and manage their own account. The account holder will be able to:

  • Enter as many registrations as they need.
  • Give each registration a unique name.
  • Change vehicle registrations as they need to.

Please note only the maximum number of entitled permits for a property can be active at any one time and only one account can be created per property address.

Will an e-permit cost me anything?

E-permits are free of charge. 

How long will it take to get an e-permit?

Once your registration/s are saved in your online account, it is live instantly so no waiting periods.

How long will the e-permit last? Will I need to renew it?

There is also no expiry date associated with the E-Permits.

Once you have entered registrations into the system, they will stay there permanently until you chooses to alter them.

My permit has expired, what do I do?

All physical permits Residential Parking Permits expired on 30 June 2020. You will now need to start an E-Permit account.

How will the City know I have a valid e-permit?

The City’s Rangers use licence plate recognition software to identify vehicles with valid E-Permits.

What will happen with visitors permits?

The resident will be able to save multiple registrations to their accounts, as well as being able to save the registration with a unique name of all of their visitors. There is no limit to the number of vehicles that can be saved against an account, still keeping with the total number of permits that are valid for their particular property. When the visitor arrives or is due to arrive, the resident can log into their account and make the visitors registration active.

Are there any conditions once I have an e-permit?

An E-Permit exempts vehicles from complying with parking time restrictions, one hour or more, in the relevant zone it is issued to. An E-Permit does not authorise parking that is in contravention of the local law in the following areas; Disabled (ACROD) bays, No Stopping zones, No Parking zones, Clearways, 30 minutes or less time restricted zones, Carparks, loading zones, ticket machine zones, bus or taxi stands, footpaths, driveways or verges. E-Permits are not valid for vehicles that are not registered, disused, oversized, or causing an obstruction.

An E-Permit does not exempt the driver from the provisions of the Road Traffic Code or offences under the City’s Parking Local Laws, including but not limited to limitations for an offence.

Will my personal information be stored in the system?

The licence plate recognition software, is only able to identify if a vehicle has a valid permit, and is therefore permitted to park in that particular zone. No other information is populated on the Rangers device to identify any personal information about the vehicle registration, including owners name or address.

City of Vincent's Ranger Services team will have the ability to access the system, if a resident requires assistance with setting up an account, or if an account needs to be cancelled.

There is no function within the City, nor is there any need for the City to keep a track of permits and/or vehicles.

The software platform this website runs on and associated technology operations are provided by Arthur D. Riley and Company Limited. Click this link for the Privacy Policy governing their service. All data is stored and managed in Australia.

What support is available for the elderly and persons with a disability?

We are happy to assist anyone experiencing difficulties with the system, including the elderly and persons with a disability. Please call 9273 6000 to discuss how we can assist, or visit our Customer Relations Team located at the City of Vincent Administration Centre.

What if I don't have access to a computer or the internet?

If you are unable to access this new system, the following options are available:

  • You can attend the Library and the account can be created with you by Administration.
  • Administration can create the account for you over the telephone.
  • Administration can come to you, and create your account with you.
  • A friend or relative can create the account for you on your behalf; or
  • Administration can assist with ongoing management of your account by inputting your information onto the system.

What if I don't have an email address?

If you do not have an email address, Administration can assist you with creating a free email account, such as Gmail or another service provider of your choice.

What if I don't have a compatible device?

The system is able to be accessed by both Apple or Android devices. Administration can assist you if neither of these device types are available.

Monthly parking permits

Monthly parking permits are available to be purchased for all major fee paying car parks within the City. Monthly parking permits must be purchased for a full month and will be valid from the first day to the last day of that month. Permits cannot be issued for part months. 

Cost

The cost for each permit for a major fee paying car park is $210.00

The cost for each permit for the Leederville Oval Car Park is $175.00

Permits are valid between 7am - 7pm, Monday to Friday.

Construction parking

Tradespeople undertaking short term works in the City of Vincent can apply for a trades parking permit for trades vehicles.

These permits allow tradespeople to park unrestricted where parking is signposted for time restricted areas.

Cost

The cost of each permit is $175 per month, and there is a limit of three permits per single house site or two permits per grouped dwelling site.

Conditions

  1. When first applying for the permit, proof of employment must be sighted prior to the issue of the permit.
  2. Maximum of 3 permits per single house site or 2 permits per grouped dwelling site.
  3. Permit are non-transferrable.
  4. Permits are only valid in:
    1. the street where the site is located;
    2. a street that intersects with the street where the site is located; or
    3. a street that is immediately parallel with the street where the site is located
      • Vehicles with permits parked outside of these areas will be subject to the restrictions governing the section of road in which they are parked.
  5. Permits do not remove the requirement to comply with the local law for the following areas:
    1. 30 minutes or less time limit
    2. No Stopping
    3. No Parking
    4. Clearways
    5. Loading Zones
    6. Footpaths, driveways or Verges
    7. Bus or Taxi Stands
    8. Alfresco Dining Areas
    9. ACROD bays
    10. Ticket Machine Zones
  6. Permits do not remove the requirement to comply with the Road Traffic Code 2000.
  7. Permits do not guarantee a parking space in the road/street of the site.
  8. The City reserves the right to revoke the Permit at any time.
  9. The Permit is valid only until date of expiry.
  10. Permits cannot be issued for use on large Commercial Vehicles, with a tare weight of more than 3 tonne.

First hour free parking for ratepayers

City of Vincent ratepayers can apply for first hour free parking at The Avenue and Frame Court carparks in Leederville.

Parking is usually $1 for the first hour, then $3.30 for each subsequent hour.

First hour free parking can only be accessed using the EasyPark app.

To claim your first hour free, you will need to apply online and provide information on your latest rate notice. The first hour free option will become available in the EasyPark app once your application is approved. Please allow around two business days.

FAQ

Which carparks allow first hour free parking for ratepayers?

First hour free parking is available to City of Vincent ratepayers at The Avenue and Frame Court carparks in Leederville.

The first hour of parking is already free for everyone in all other City of Vincent carparks.

What if I park longer than one hour?

Your first hour will still be free if you park for longer than one hour.

When can I start claiming free parking?

You will need to apply online to access first hour free parking. Once your application has been submitted, it should be approved within two business days. Applications will not be processed on weekends or public holidays.

You will receive a confirmation email when your application has been approved and the first hour free will be available to claim using the EasyPark app.

Why does this only apply to Leederville?

The first hour of parking is already free for both visitors and ratepayers in all other City of Vincent carparks.

How do I get an EasyPark account?

Download the EasyPark app and follow the prompts to create an account.

Ensure that you use the same phone number for your EasyPark account registration and your first hour free parking application.

How do I apply if I already have an EasyPark account?

Complete the application for first hour free parking to verify that you are a ratepayer of the City of Vincent.

When your application has been approved, you will be able to claim the first hour free in the EasyPark app by selecting the Ratepayer Parking option.

Ensure that you submit the same mobile phone number in your application that you used to set up your EasyPark account.

Can I access the first hour free without the EasyPark app?

No. The first hour free parking for ratepayers is only available through the EasyPark app and cannot be accessed using ticket machines.

How many people can use the first hour free?

You can register up to two mobile phone numbers per application.

Each mobile phone number registered must have an EasyPark account.

How do I claim the first hour free once I've applied?

Select the Ratepayer Parking option in your EasyPark app to claim the first hour free. The option will become available once your application is approved.

 

Residential parking

As Vincent continues to grow the demand for finite kerbside space will increase and effective planning and management is critical going forward. Following careful consideration of community feedback, together with analysis of what other comparable councils are doing to manage their parking challenges, at the 5 April 2022 Ordinary Council Meeting, Council revised the City's Parking Permits Policy.

The City of Vincent has now moved to an electronic parking permit system (e-permits). An E-Permit account can be created by eligible residents who meet the criteria outlined in the Parking Permits Policy.

You can apply for a Residential Parking Permit (E-Permit) online or in person at the City's Customer Service Centre, 244 Vincent Street, corner of Loftus Street, Leederville, Western Australia 6007, during normal business hours. You will need to provide Proof of Occupancy e.g. your current rate notice or current rental agreement. This can be emailed to mail@vincent.wa.gov.au,with the address in the subject line or provided in person to the Customer Relations team.

Residential parking restrictions apply in some areas and failure to have an 'Active' E-Permit may result in an Infringement Notice being issued.

E-permit account

With an e-permit account:

  • The E-Permit can be used for both residents and/or visitors.
  • Your E-Permit(s) is still only valid within a particular zone.
  • The E-Permit account can be created by either the owner, managing agent or tenant. *Note that only one account can be created per property.
  • There is no change to the number of eligible permits per type of dwelling, where a house may continue to have up to three (3) active permits.
  • The E-Permit allows vehicles, once they are 'Active' to park in areas designated “Permit Holders Excepted” within the relevant zone.
  • The E-Permit also exempts vehicles from complying with parking time restrictions, 1 hour or more, in the relevant zone so issued.
  • The E-Permit does not authorise parking in the following areas; ACROD bays, No Stopping Zones, Clearways, 15/30 minute Parking Bays, Loading Zones and Ticket Machine Zones.
  • The E-Permit is not valid for vehicles that are not registered, disused, oversized, or causing an obstruction.
  • The E-Permit does not exempt the driver from the provisions of the Road Traffic Code or offences under the City’s Parking Local Laws, including but not limited to limitations for an offence.
