Changes to the residential planning framework are coming. On 8 March 2024 the Department of Planning, Lands and Heritage released modifications to the Residential Design Codes (R Codes). These changes will split the R Codes Volume 1 into Part B and Part C. These changes will become operational on 10 April 2024.
Part B reflects the current R Codes Volume 1, with minor amendments. It will apply to Single Houses in areas coded R40 and below, and to grouped dwellings in areas coded R25 and below.
Part C will apply to Grouped Dwellings in areas coded R30 and above and Single Houses in areas coded R50 and above and Multiple Dwellings in areas coded R30 to R60. The Department of Planning, Lands and Heritage website will be updated as more information is released.
Development applications submitted now will be determined against the applicable framework as outlined above. To find your property's R-Coding you can use the City's Online Maps. Locate and select your property, refer to 'LPS2 Zone' in the right-hand-side information panel.

Local Planning Scheme and Strategy
The Regulations, made under the Planning and Development Act 2005 (the Act), govern the way in which local planning strategies and local planning schemes are prepared, consolidated and amended.
Planning and Development (Local Planning Schemes) Regulations 2015
All local governments in Western Australia are required to have a Local Planning Strategy and Scheme. The Strategy sets out the long term land use planning direction and vision for the City while the Scheme sets out the rules for development in the City that align with this direction and vision. The Local Planning Scheme maps provide the land zoning, which in turn indicates the type of uses that may be possible in each particular area.
