Amended Property Management Policy

The City of Vincent is reviewing its Property Management Policy and is seeking community feedback on proposed amendments.

About the policy

The Property Management Policy and Framework guides how the City of Vincent manages its properties through leases, licences and management agreements with community organisations, sporting clubs, government agencies and commercial businesses.

It ensures these arrangements are managed fairly, consistently and transparently, while supporting the City's strategic priorities and community needs.

The policy does not apply to casual, regular or one-off bookings of City facilities for events or programs, which are managed under separate policies.

The framework was developed to support the implementation of the policy by providing standard terms and conditions to guide the negotiation of all leases and licences, supported by a detailed maintenance responsibility guide.

Why is the policy being updated?

The current  Property Management Policy and the Property Management Framework was adopted in 2020 and has been in place for the past five years.

During this time, the City has identified opportunities to improve the policy by making it clearer and easier to use. Some guidance that currently sits within the supporting Property Management Framework is proposed to be included in the policy itself, making the policy more comprehensive and easier to understand.

Operational terms and maintenance responsibilities within the framework will be transferred to internal procedures. These procedures will provide guidance on implementing the policy.
