Feedback invited on Leederville car park redevelopment

The City of Vincent is inviting feedback on a revised business plan for the redevelopment of the Leederville car parks at Frame Court and The Avenue.

This consultation follows the development of a revised proposal for redevelopment at Frame Court. As a result, a new Major Land Transaction Business Plan has been prepared and must be publicly advertised before Council decides whether to proceed.

Since 2019, the City has been working with the community to shape the future of Leederville town centre.

This began with the Design Leederville engagement program, which informed the Leederville Precinct Structure Plan.

As part of implementing the Plan, the City ran a competitive two stage Expression of Interest process for the redevelopment of Frame Court and The Avenue car parks in Leederville in 2022 and selected Hesperia as the preferred proponent in May 2023.

In mid 2023, the City consulted state-wide on a Major Land Transaction Business Plan, receiving around 200 submissions. Council approved that transaction in November 2023.

A restructure of Hesperia resulted in the establishment of H-U. In late 2024, H-U proposed changes to the major land transaction involving additional land and modifications to the offer to the City. A revised proposal was negotiated and finalised in January 2026. Because of those changes, the City is required to consult again before Council decides whether to proceed.

The revised proposal includes:

  • a new, bigger multi storey public car park at Frame Court
  • renewal of the community and youth facilities at Frame Court, including a live music and events venue
  • improved public spaces and landscaping
  • at least 12,000 square metres of new office space

The new proposal provides better community facilities, parking and commercial outcomes than previous proposals, while remaining aligned with the Leederville Precinct Structure Plan.

If approved, construction of the larger Frame Court multi-storey car park is expected to take approximately nine to 18 months and would occur first to help maintain parking availability during redevelopment of the rest of the Frame Court and The Avenue car parks.

The first construction works would not commence before 2028 and the overall redevelopment of the two at-grade car parks in Leederville is targeted to be complete by 2035.

The City is working with the Y and the Freedom Centre to identify suitable alternative accommodation so their services can continue during construction.

The existing skate space at Oxford Reserve is not part of this proposal and would remain.
