Celsius Development Traffic Management Plan 

Construction for the Celsius development at 367-373 Fitzgerald Street and 103 Alma Road, North Perth is currently under way. This development is bounded by Fitzgerald Street, Alma Road, Raglan Road and ROW 49.

In order for ATLAS Building to safely construct the Celsius Development they are required to submit Traffic Management Plans for proposed temporary road obstructions and closures to facilitate concrete trucks, cranes, loading and unloading zones.

As the construction works progress, there will be stages that require amendments to the Traffic Management Plan (TMP) / Traffic Guidance Schemes (TGS). You can find the latest TGS and road obstruction details below.

For construction vehicle movements around the project site. Vehicles will be following the truck routes as noted by the red triangular symbols.

 

For public pedestrian movement around the project site. Pedestrian will be following the route as noted by the yellow triangular symbols.

 

For vehicle movement along Fitzgerald street with a single lane closure implemented. This will be in place from 7am to 3.30pm Monday to Friday.

For a single lane closure with work zone permits north of Raglan Road. During this implementation there will be two traffic controllers at both ends on-site to safely manage vehicle and pedestrian flow around the closure. 

For loading and unloading materials on-site.

For current pedestrian management on-site with the median refuge on Fitzgerald street. This will be in place from 7am to 3.30pm Monday to Friday.

FAQs

When will the R.O.W be obstructed?

Please refer to approved permit above for ROW obstructions and closures. ATLAS Building will send notification letters before obstructions and closures are implemented which forms part of the permit conditions. 

Does the permit cover construction noise issues?

Permits to obstruct and/or close roads do not address noise. For further information on how noise is addressed, please visit the Imagine Vincent. 

Why doesn’t the City publish the Traffic Management Plan (TMP)?

The Traffic Management Plan (TMP) is a detailed technical document prepared by the contractor and reviewed by the City as part of the permit process.

It is not published as it is not a public-facing document and may contain commercially sensitive and operational information.

To support transparency, the City publishes approved Traffic Guidance Schemes (TGS), which show the on-ground traffic and pedestrian arrangements relevant to residents and road users.

The City assesses compliance against the full approved documentation and undertakes regular site inspections to ensure works are carried out safely and in accordance with permit conditions.

Why are some Traffic Guidance Schemes (TGS) not available on the website?

Only approved Traffic Guidance Schemes (TGS) are published on the City’s website.

TGS that are not shown (e.g. TGS 06–09 and 11–14) are still under review and have not yet been approved. These documents may be subject to change as part of the assessment process.

Once approved, relevant TGS will be published to ensure the community has visibility of the current traffic management arrangements in place.

Is the right-of-way closed near Alma Road? 

No. The right-of-way is not closed, it is partially obstructed under an approved permit for works within the road reserve.

The obstruction affects a section at the northern end between Alma Road and Raglan Road. While this section is not currently available for through-movement, access to all properties is maintained at all times via alternative routes, including Leake Street and Raglan Road, in accordance with the approved Traffic Management Plan.

The permit requires safe and reasonable access to be maintained for residents, visitors and emergency services. The City continues to monitor the site to ensure compliance with these requirements.
