What is the difference between a road closure and road obstruction?
Road Closure
A road closure means a road (or part of a road) is officially closed to traffic. Vehicles are generally not permitted to pass through the closed section.
Road Obstruction
A road obstruction is any blockage or hazard on a roadway that interferes with normal traffic movement and may require drivers to slow down, stop, or take an alternative route.
When will the R.O.W be closed?

Does the permit cover construction noise issues?

Why doesn’t the City publish the Traffic Management Plan (TMP)?
The Traffic Management Plan (TMP) is a detailed technical document prepared by the contractor and reviewed by the City as part of the permit process.
It is not published as it is not a public-facing document and may contain commercially sensitive and operational information.
To support transparency, the City publishes approved Traffic Guidance Schemes (TGS), which show the on-ground traffic and pedestrian arrangements relevant to residents and road users.
The City assesses compliance against the full approved documentation and undertakes regular site inspections to ensure works are carried out safely and in accordance with permit conditions.
Why are some Traffic Guidance Schemes (TGS) not available on the website?
Only approved Traffic Guidance Schemes (TGS) are published on the City’s website.
TGS that are not shown (e.g. TGS 06–09 and 11–14) are still under review and have not yet been approved. These documents may be subject to change as part of the assessment process.
Once approved, relevant TGS will be published to ensure the community has visibility of the current traffic management arrangements in place.
