About the study
The City of Vincent has undertaken a transport study for the Highgate and Mt Lawley precinct to better understand community concerns about safety and access. The study addresses the impact of through traffic on local streets and supports safer, more accessible neighbourhoods for everyone.
The study proposes improvements across both major roads and local streets, including:
- Lower speed limits on Beaufort Street while retaining it as a four-lane road.
- Raised intersection platforms to reduce vehicle speeds and crash severity.
- New pedestrian crossings, including signalised crossings where appropriate.
- Upgrades to traffic lights, including more right turns controlled by green arrows, and turn restrictions to reduce high-risk turning conflicts.
- Side road treatments to improve pedestrian priority.
- One-way and two-way slow points on local roads to discourage rat running while maintaining local access.
How this study came about
In August 2023, the City proposed safety improvements at the intersection of Beaufort Street and Harold Street as part of the State's Blackspot Program, in response to crash history and road safety risks at that location.
In May 2024, Council considered a further report and resolved to develop a Road Safety Implementation Plan for the precinct, prioritising projects based on locations with the most serious crash history. The intersections of Harold Street and Beaufort Street, and Chatsworth Road and Beaufort Street, were identified as high-priority locations.
Community consultation
The study gave us the data we needed to come up with a series of upgrades to improve safety in the area. To test proposed improvements with people who use the streets every day we asked for local knowledge from our community during July and August 2026.

Speed limit reduced to 40km/h for Vincent Street
The speed limit on Vincent Street between William and Beaufort Street will be adjusted to 40km/h

Speed limit reduced to 50km/h on Lord Street
The existing 60 km/h speed limit on Lord Street between Walcott Street and Brewer Street will be adjusted to the built up area speed limit of 50 km/h.
