Black Spot Program
Find out how the City identifies high-risk locations on our roads and works to improve safety through the Black Spot Program.
About the Black Spot Program
A black spot is a location on the road network with a proven crash history, or a location identified as being at high risk of a serious crash.
The Black Spot Program funds safety improvements at high-risk locations on Australian roads. Both the Australian Government and the State Government run their own Black Spot programs, with the State program administered through Main Roads WA.
The Black Spot Program is one of the programs that supports our Road Safety Management Plan. To find out how it fits into the City's broader approach to road safety, refer to the Road Safety Planning page.
How we find high-risk locations
We use a combination of data and community input to identify where safety improvements are needed most. This includes:
- conducting road safety assessments to identify potential locations for Black Spot funding submissions
- carrying out high-risk route and intersection assessments at known sites of concern
- using crash mapping tools to analyse crash history across the network
- considering community feedback about locations where safety concerns have been raised.
How black spot improvements are funded
The City of Vincent applies for funding through the State Government and Australian Government Black Spot programs.
Applications are assessed by Main Roads WA, with funding focused on the most cost-effective treatment of hazardous locations.
Not every application is successful. Where funding is not approved, the City continues to work with Main Roads WA to pursue improvements at the location, may reapply in future funding rounds,
