Relocation of concrete batching plants

The City of Vincent has long advocated for two concrete batching plants to be moved out of Claisebrook. 

Plants operated by Heidelberg (formerly Hanson) and Holcim at 71 Edward Street and 120 Claisebrook Road were intended to be temporary but have now operated for more than 35 years. 

The plants are inconsistent with Vincent’s Local Planning Scheme No. 2, Local Planning Strategy and the North Claisebrook Planning Framework and their relocation would allow the area to meet its potential as a vibrant inner-city neighbourhood.

Both plants now have time limited approvals until 31 December 2027.

The City would like to see these sites acquired by the Government to provide high density housing close to the CBD and public transport.

Timeline

August 2025

WA Planning Commission approved changes to conditions regarding the decommissioning and remediation of the sites. Read more.

July 2025

Heidelberg and Holcim applied for changes to conditions regarding the decommissioning and remediation of their sites.

June 2024

The WAPC approved a time extension for both plants until 31 December 2027. The minutes from the WAPC meeting can be viewed here.

February 2024

The State Development Assessment Unit undertook formal community consultation about the proposed extension. Visit Imagine Vincent for more about the consultation.

December 2023

Both companies applied to extend their operations in Claisebrook for a further seven years. Their approval was due to expire on 30 June 2024.

The applications were referred to the WAPC for determination by the Premier as they were considered to ‘raise issues of State or regional importance’.

November 2023

Council decided to support the relocation of the plants. It agreed to help Hanson move from Claisebrook to Vincent’s Works Depot in Osborne Park, subject to development approval from the City of Stirling.
