Safety upgrades planned for Beaufort Street intersections

The City of Vincent is planning a series of major safety and accessibility upgrades along the Beaufort Street corridor, with proposed improvements at Harold Street, Chatsworth Road / Broome Street and Lord Street identified as priority projects.

The proposed works aim to create a safer and more welcoming environment for people walking and cycling, while reducing vehicle speeds and reinforcing Beaufort Street’s role as a place where people live, work and socialise.

Harold Street and Beaufort Street intersection

The City is planning upgrades to the Harold Street and Beaufort Street intersection to improve safety and accessibility for people walking and cycling, while reducing vehicle speeds through the area.

The proposed works include construction of a raised intersection platform across the entire intersection, helping create a safer and more comfortable environment for all road users.

As part of the project, right-turn movements from the eastern side of Harold Street onto Beaufort Street are proposed to be restricted.

This aims to discourage regional traffic from using Harold Street as an alternative route to Beaufort Street, Lord Street, Walcott Street and William Street.

Lord Street and Harold Street intersection

The City is also planning to install raised pedestrian traffic lights on the northern side of the Lord Street and Harold Street intersection to improve safety and accessibility for people walking and cycling between East Perth Train Station, North Metropolitan TAFE’s Mt Lawley campus and the Beaufort Street area.

The proposed pedestrian signals are expected to improve connectivity for the community while also benefiting residents turning in and out of Harold Street by creating safer gaps in traffic for turning movements.

Chatsworth Road, Broome Street and Beaufort Street intersection

Upgrades are also proposed for the Chatsworth Road, Broome Street and Beaufort Street intersection.

The proposed works include construction of a raised intersection platform across the full intersection, creating a safer and more comfortable environment for all road users. 

As part of the project, right-turn movements from Chatsworth Road and Broome Street onto Beaufort Street are proposed to be restricted.

Background

In August 2023, the City proposed intersection treatments at Beaufort Street and Harold Street through the Black Spot Program to address road safety risks and the area’s crash history. The proposal also included investigating options to reduce vehicle speeds and improve safety for pedestrians, cyclists and motorists along Beaufort Street.

A further report was considered by Council in May 2024, which resolved in part:

“The draft Road Safety Implementation Plan to be presented for Council consideration by May 2025 (with progress update via Council Workshop February 2025) with delivery of works prioritised based on the treatment of severely or seriously injured crashes identified within the Highgate precinct, with the intersections of Harold Street / Beaufort Street and Chatsworth Road / Beaufort Street ranked as high priority projects.”

The Highgate / Mt Lawley Transport Precinct Study identifies Beaufort Street as an important activity corridor where people already live, work and socialise. Four key nodes along the corridor were identified at Lincoln Street, Chatsworth Road / Broome Street, Harold Street and Chelmsford Road / Barlee Street, with a focus on prioritising people over vehicles in these areas.

The proposed upgrades form part of the City’s broader vision to create safer, more connected neighbourhoods and encourage more sustainable transport choices throughout the precinct.

Timeframe

The Harold Street / Beaufort Street intersection upgrade and the Lord Street / Harold Street pedestrian signals project are currently planned for completion in the 2027/28 and 2028/29 financial years.

The Chatsworth Road / Broome Street / Beaufort Street project is also planned for completion in the 2028/29 financial year.

The City is actively seeking grant funding to fast track the delivery of the treatments identified in the Highgate/ Mt Lawley Transport Precinct Study.
