Graffiti vandalism can have a negative impact on our community and impact perceptions of safety and cleanliness.

Through the City of Vincent's Graffiti Management Policy, a whole-of-community approach to managing graffiti is supported through reporting, removal and prevention.

  1. Report the graffiti to WA Police Force or Crime Stoppers WA and keep your report number handy.

  2. Remove the graffiti. If needed, you can request removal assistance from the City of Vincent through our Graffiti Removal Service or apply for free removal products (whilst stocks last).

  3. Think about prevention and ways to reduce future vandalism.

Prevent Graffiti

The prevalent nature of graffiti vandalism can make it a complex issue to address, but there are many strategies that can be used to discourage incidents.

Reporting

Graffiti vandalism is a criminal offence and should be reported to WA Police Force.

There are many reasons to report graffiti:

  • Prompt removal can help deter further incidents;
  • It can negatively impact the community's perception of safety and amenity;
  • It is often linked to other types of crime and criminal behaviour; and
  • It helps the police and other agencies identify and investigate offenders and respond accordingly.

Rapid Removal

Graffiti that isn't removed quickly can encourage more vandalism and other anti-social behaviour. 

Removing graffiti as soon as possible is the most effective way to reduce it. Quick removal takes away the recognition vandals are seeking and shows that the area is monitored, maintained and valued. It also sends a clear message that there is a higher chance of being caught.

The longer graffiti remains, the more difficult it can be to remove. To help with rapid removal, the City of Vincent offers free graffiti removal services, products and advice for eligible properties.

Crime Prevention Through Environmental Design

Crime Prevention Through Environmental Design (CPTED) principles can be used to design built and landscaped environments in ways that lessen or prevent the incidence of crime, including graffiti vandalism.

A combination of strategies such as rapid removal, lighting, surveillance, landscaping and planting, target hardening, access control and activation of spaces can all work to reduce or prevent graffiti vandalism.

Safer Vincent Solar Power Sensor Light Program

Through the Safer Vincent program, the City of Vincent is pleased to offer a free solar power sensor light to businesses and residents who may have been victims of anti-social or criminal behaviour, including graffiti vandalism, or those who are susceptible to crime.

Combined with other crime prevention strategies, the lighting can assist in providing a sense of safety and peace of mind by acting as a deterrent to intruders and trespassers.

Juvenile Clean-up Program

Through a Memorandum of Understanding with the Western Australia Police Force, the City of Vincent supports the Juvenile Clean-Up Program which provides referred young people with insight into the effects of graffiti vandalism within the community, the costs involved in its removal and the opportunity to repair some of the damage caused.

Constable Care Foundation

The City of Vincent is a proud Community Partner of the Constable Care Foundation, who work to keep children and young people free from harm through a variety of theatre-in-education and community education programs.

Teaching Resources

Curriculum resources to support teachers in educating students about graffiti vandalism and civics and citizenship are available through the State Graffiti Taskforce and Crime Stoppers WA.

CCTV Surveillance

Installing CCTV systems can not only deter graffiti vandalism but also capture important footage of crimes in progress which can be an invaluable tool in a police investigation.

If you do have CCTV cameras on your property, consider registering their location on WA Police Force's secure Cam-Map WA platform. Accurate knowledge of the locations of CCTV systems assists police to investigate incidents in order to improve community safety.

What is the difference between graffiti and urban art?

Graffiti vandalism is the defacing of private or public property without consent from the property owner.

Urban art is legal artwork where permission to mark the property has been granted by the owner of the property.

Why should I report graffiti on my property to the police?

Graffiti vandalism is a damage offence and research shows that it is often linked to - and can attract - other crime and anti-social behaviour in the community.

Why should I remove graffiti on my property?

Removing graffiti quickly is one of the best ways to reduce graffiti, as it limits exposure of the work and therefore recognition from those who see it. It also stops property from looking uncared for.

Research shows that when property looks neglected or uncared for, it can send a signal to offenders that the area isn’t monitored, and this can attract more vandalism and even other types of crime.

What graffiti removal support does the City of Vincent offer?

The City offers a free graffiti removal service for eligible private properties and a selection of free graffiti removal products and information resources.

Can the City remove graffiti from my property?

On request, the City can assist with removal of graffiti from private property where all of the following criteria are met:

  • The incidence of graffiti has been reported to WA Police Force, Crime Stoppers WA or Goodbye Graffiti, and an incident report number has been provided to the City;
  • The property or infrastructure abuts City property or public open space and is accessible from City property or public open space;
  • The graffiti is accessible from ground level; and
  • The graffiti removal request does not carry an unacceptable level of risk to staff or property, or a prohibitive level of resourcing (for example heritage listed property, asbestos or unusual surfaces, spaces or conditions that may require specialist removal services).

Why won't the City remove graffiti from my property?

The City of Vincent's Graffiti Management Policy guides the scope of our removal service. Where we cannot remove graffiti from your property, we will offer alternative supports such as graffiti removal products, graffiti removal and prevention advice and details of specialist services who may be able to assist. We will also consider other interventions targeting graffiti hotspot areas where appropriate. 

What methods does the City use to remove graffiti?

The main methods used by the City to remove graffiti including painting out the graffiti tags on previously painted surfaces, and high-pressure cleaning on unpainted brickwork and other hard surfaces.

What colours does the City of Vincent use when painting out graffiti?

The City offers a limited range of standard colours to paint out graffiti, including Citron (cream), Squash (cream), Asbeston Grey, Mission Brown, Leaf Brown, White, Black, Rook Green, Heritage Green and Heritage Red.

If preferred, the City's Graffiti Officer can use paint supplied by the property owner or occupier, however this is at the Officer's discretion and we do ask that you provide a MSDS or safety data sheet on request, to ensure the safety and health of our staff.

My property seems to be a target for graffiti vandals. What can I do to deter further vandalism?

Research shows that rapid removal is the most valuable thing you can do to prevent further vandalism. There are many other things you can do to deter vandalism, including target hardening, surveillance, landscaping and plantings and lighting. Please reach out to the City of Vincent for advice before you make any structural changes to your property, to ensure planning and building compliance.

What can be done about graffiti vandalism on someone else's property?

Before reporting graffiti on private property to the City, it’s best to try contacting the property owner first. They may already be aware of the issue or planning to remove it, and it gives them the opportunity to address it directly.

If the City receives a complaint about graffiti vandalism on private property, we will endeavour to work with the property owner to address the issue, within the scope of our authority. For further advice, please contact the City of Vincent.

How do I report graffiti on public assets?

Service utility providers are responsible for the maintenance and repair of their own assets and infrastructure. Graffiti on public assets can be reported to police online and the asset owner will also receive notification to arrange clean-up.
