Mt Hawthorn Precinct Transport Study

The City of Vincent is undertaking the Mt Hawthorn Precinct Transport Study to improve road safety and manage the impacts of increasing traffic in the area. Community feedback has highlighted concerns about traffic volumes, speeds and safety, particularly along Ellesmere Street and surrounding local roads.

The study will develop a five-year Road Safety Implementation Plan for the precinct, including traffic modelling, design and delivery of permanent safety improvements. It will identify opportunities to slow traffic, improve the pedestrian environment and strengthen cycling connections, while also creating a coordinated approach to traffic calming across local streets. The study will also consider the transport impacts of future growth around the Mt Hawthorn Activity Centre.

Background

The study follows community petitions received in December 2023 and March 2025, which raised concerns about increased traffic and safety on Ellesmere Street and surrounding areas.

In July 2024, the City was unsuccessful in securing Blackspot funding for upgrades at the Ellesmere Street and Eton Street intersection. The City will continue working with Main Roads WA to pursue funding for improvements at this location.

In the meantime, low-cost traffic calming measures have been introduced, including electronic speed awareness signs along Ellesmere Street. These actions, alongside ongoing planning, will inform the development of a five-year Road Safety Implementation Plan for the precinct.

The five-year Road Safety Implementation Plan will guide the staged design and delivery of projects across the precinct, with a mix of short-term improvements and longer-term infrastructure upgrades to be implemented over time.
