Changing Places
A Changing Place is a secure, clean and fully accessible bathroom designed for people who require extra space and assistance to manage their bathroom needs while out in the community and for whom standard accessible toilets are not suitable.
The facility provides people with disability and high support needs access to safe, private and purpose-built amenities, supporting greater inclusion and participation in the community.
Features include an adult-sized adjustable change table, a constant-charging ceiling track hoist system, a centrally located peninsula toilet, additional circulation space, automatic door access and a privacy screen, all designed to support comfort, dignity and accessibility.
Location
Beatty Park Leisure Centre is home to a Changing Places facility. The room is located near the indoor pool.
Communication Boards
Inclusive Playground Communication Boards have been installed across the City to help children of all abilities connect, play and communicate in a more accessible and meaningful way.
Created by Two Way Street, the boards support more inclusive and engaging playground experiences for children, families and carers.
Often referred to as “chat boards”, these visual communication tools use simple symbols, pictures and words to help children express their needs, emotions, ideas and choices during play.
They can support children who are non-verbal, have limited speech, experience developmental delay or face other communication barriers, while also encouraging interaction and shared play between all children.
By offering an alternative way to communicate, the boards help children participate more confidently in playground activities, start conversations, make requests, build friendships and engage in imaginative play. They also create more welcoming spaces for families and support workers by recognising and accommodating different communication needs.
The installations reflect the City’s commitment to creating inclusive public spaces where every child feels supported, included and able to actively participate in community life.
Locations
Communication boards are located at Hyde Park, Beatty Park Leisure Centre and Braithwaite Park.
Liberty Swing
The City’s Liberty Swing is located in the children’s playground at Hyde Park.
The swing gives children who use wheelchairs the chance to enjoy the simple fun and excitement of swinging at the park.
Designed to provide a full swinging motion rather than gentle rocking, it offers a more enjoyable and inclusive playground experience for children and their families.
Access and collection
The Liberty Swing is securely locked when not in use and requires a Master Locksmith Access Key (MLAK) to access the Liberty Swing.
The MLAK is used to open the swing, release the access ramp and unlock the safety belt compartment.
The MLAK is part of a national access system that helps people with disability use a range of public facilities across Australia, including Changing Places toilets and other Liberty Swings.
MLAK keys can be purchased from the City of Vincent for $25 per key, or alternatively can be obtained through the
Users applying through the City are required to complete an application form and submit payment.
When using the Liberty Swing, please make sure all instructions are read before use. For safety, only the swing user and their carer should be inside the swing area at any time, carers must remain with the user throughout use and carers must be over 16 years of age. The maximum combined weight of the wheelchair and user is 250kg.
You can collect the key at The City of Vincent Administration Building, 244 Vincent Street, Leederville. The building is open Monday to Friday from 8.30am to 4.30pm for key collection and enquiries.

Accessible Barbecues
Accessible barbecues have been installed across the City. They are inclusive, communal cooking facilities designed for universal access. They allow independent use by everyone, including individuals in wheelchairs, the elderly and those with limited mobility.
