Accountability & Governance

We're working towards building a better Vincent and improving transparency and accountability in how we operate is core to our goal. 

This page serves as a central repository of all the City’s publicly available registers, disclosures of interests and fee/allowance/salary information.

We aim to make it easier for visitors to the City’s website to find and access this information. Future accountability and governance initiatives will be uploaded and accessed via this tab. 

Why are we doing this?

Vincent was the first local government in Western Australia to adopt a policy and online public register of council member contact with developers, and to publish and update an online public register of gifts and hospitality received by Council Members and Staff. You can view these at the links further below. 

As an extension to this work and in light of recent changes to the Local Government Act 1995, Council decided to create this dedicated ‘Accountability & Governance’ portal at its 5 April 2016 meeting.

Governance Framework

At its 18 August 2020 Ordinary Council meeting, Council adopted the City’s first Governance Framework.

The framework highlights the City’s commitment to providing good governance by defining systems, policies, processes and a methodology for ensuring accountability, probity and openness in the conduct of City business.

'Raising the Bar' Discussion Paper

At its 19 April 2016 Special Council Meeting, Council adopted its 'Raising the Bar' Discussion Paper to stimulate discussion and feedback among local governments on a range of measures designed to improve transparency and accountability across the sector in W.A. This important paper, plus statements from Mayor John Carey who introduced the motion, can be read here.  

In support of these Council-led reforms we're also reinventing our organisation to cut red tape, simplify and streamline service delivery, provide good value for money and an improved customer experience.

Publicly Available Council Registers
Council has chosen to publish a range or registers online that relate to the operations of Council, which we believe is in the public interest. The City of Vincent is the first Council in Western Australia to publish such an extensive collection of council information.
