Nominating for Council
Becoming a Council Member at the City of Vincent provides an opportunity to be part of the decision-making process and work together with the City to create and implement the community’s vision.
If you are an eligible elector and want to make a difference in your community and have a say in local decision-making, then you should consider becoming a candidate.
2023 Vacancies
There are six positions to be filled:
- Mayor - one position (four-year term).
- Councillor (North Ward) - two positions (four-year term).
- Councillor (South Ward) - two positions (four-year term), one position (two-year term).
This means that there are six vacancies at the 2023 Local Government Election.

Nomination requirements
To nominate as a Council Member, you must:
- Be on the electoral roll as a resident or personal non-resident owner or occupier of a rateable property in the City of Vincent.
- Be over 18 years of age and not disqualified from being an Elected Member under the Local Government Act.

How to nominate
Nominations opened on Thursday, 31 August 2023.
Nominations closed on Thursday, 7 September 2023.
To nominate, the candidate must submit an application consisting of:
- a completed nomination form - it is recommended that candidates use Nomination Builder to complete their nomination form and construct their candidate profile.
- a candidate profile which must:
- be in English
- be no more than 1000 characters (including spaces)
- not contain false, defamatory or misleading information
- fit on an A4 page
- include the candidate’s full name and contact information
- a photograph, no larger than passport-sized and taken in the last six months (optional).
Candidates may also provide a written statement in English, of up to 2,000 characters (including spaces) with their nomination paper (optional).
All nomination applications must be signed by the candidate in front of a witness.
Nominations must be lodged with the City’s Returning Officer, Kirk Dillon LGro_Vincent@elections.wa.gov.au or 0484 687749.
As the Returning Officer may ask candidates to amend their nomination, it is recommended that candidates allow sufficient time to finalise any required changes before the close of nominations.
Where an agent lodges a nomination on a candidate’s behalf, it must be in the prescribed form with a written authorisation signed by the candidate.
The documents may be hand delivered, posted or faxed to the Returning Officer and must be received by the close of nominations.
Compulsory online induction for candidates
It is now compulsory for all candidates in local government elections to complete an online induction prior to nominating. The online induction is designed to make candidates aware of their obligations and commitments as an Elected Member.

Candidates in local government elections need to be aware of the legal framework in which the elections are conducted and the obligations that the Local Government Act 1995 (the Act) and the Local Government (Elections) Regulations 1997 (the Regulations) place upon candidates.
The City's Code of Conduct for Council Members, Committee Members and Candidates for candidates outlines candidates legislative obligations and ethical and behavioural principles.
Each candidate (not being an Elected Member) is encouraged to abide by the Code of Conduct for Council Members, Committee Members and Candidates if they intend to become a candidate in the election.
The City's Council Election Period Policy provides guidance on decision making during the election period to protect the apolitical nature of the public sector and avoid the use of City resources in a manner that advantages a particular candidate.
Candidate Information Sessions
The City of Vincent held two information sessions to provide prospective candidates with the opportunity to learn more about the roles and responsibilities of elected members. Sessions took place on Monday 28 August and Monday 4 September.
WALGA webinar recording
A Candidate Information Webinar was held by WALGA on Monday 14 August 2023.
The webinar was hosted at WALGA by State President Cr Karen Chappel and featured presentations from the Electoral Commission, the Department and WALGA staff.
As well as describing the key processes and roles in becoming a Councillor, the webinar included a Question-and-Answer session addressing direct queries from participants.
