The Vincent Community Bike Library is an initiative created by the City and supported by the RAC and ZAP Electric Vehicles. Providing a wide range of well-maintained bikes for the community to access on a short-term basis greatly reduces the barriers for people to try cycling.

Library bikes and equipment includes:

  • ZAP Electric cargo bike with seats
  • Zap Step through Electric Bikes
  • 3 x Adult pedal bikes
  • 6 x children's bikes
  • 1 x cargo trailer
  • 1 x Pacific kiddie trailer with seats and seatbelts for two children

Rules and Guidelines

  • People must present proof of identification (a copy will be taken) to borrow a bike
  • Bikes and equipment can be borrowed for a minimum of 3 hours and maximum of 3 days
  • Follow the safe cycling advice below
  • It is recommended to reserve a bike by calling the Vincent Administration and Civic Centre on 9273 6000 or emailing mail@vincent.wa.gov.au
  • The last available time to hire a bike is 4.30pm (office closes at 5.00pm)
  • You must return the bike at the time agreed so as not to inconvenience the next booking
  • If you return the bike/equipment late, an additional $10 fee will be charged (applies also to residents)
  • An Australian Standards helmet will be supplied and must be worn at all times
  • If the bike is stolen while in your care, report to police immediately and then to the Vincent Administration and Civic Centre

FAQs

Safe Cycling

  • Always wear a helmet. If you do not own a helmet the City can provide one
  • Obey traffic signals and signs
  • Give hand signals when turning
  • Have one hand on the handlebar while in motion
  • Must not ride within two metres of the rear of a motor vehicle, over a distance of more than 200 metres
  • Must not hold onto another moving vehicle or be towed by it
  • Must not ride on a freeway or other road that has designated restrictions that prohibit bicycle riding
  • Must not be more than two bicycles abreast on a road
  • Must not ride recklessly or carelessly

What if I get a flat tyre?

  • If you get a flat tyre, it is advisable that you walk the bicycle to the Vincent Administration and Civic Centre 
  • If you know how, you may repair the FRONT tyre but do not attempt to repair a REAR tyre as this may void any insurance/warranty.
  • Please report any punctures upon returning the equipment.

What if I have an accident?

  • Bicycles and equipment borrowed from the Library at your own risk. It is expected that you will take all reasonable care when using a bicycle.
  • If required, you are to contact the ambulance and wait for medical attention to arrive.
  • If significant personal or property damage has occurred involving another person or their property you are required to contact the police and make a police report as soon as possible.
  • For all incidents/accidents you are required to complete the Incident report form at the Vincent Administration and Civic Centre.

What about insurance?

Bicycles and equipment borrowed from the Library are at your own risk. It is expected that you will take all reasonable care when using the equipment. The bike fleet is covered under the City of Vincent’s insurance if stolen. Please advise police immediately and contact the Vincent Administration and Civic Centre. However, any unreasonable damage to the bikes incurred by the user will be charged to the user.

Cycle Sessions

Have you considered cycling to work but never quite made the first trip?

Not sure of the right route? Not sure the roads are safe enough? Just need a little encouragement? 

Sign up for a free one to one cycle session and a trained instructor will help you get over these hurdles and any others barriers.

  • Your instructor will call you prior to the session to get an idea of your ability and where you would like to travel.
  • They will then plan an appropriate route based on this information prior to the session.
  • Your instructor will meet you at the arranged time and date and ride your journey with you.
  • During this ride your instructor will show you how to make yourself safe on the road and how to ride through each junction.
  • Once the journey is over your instructor will give you a map of your journey and will be happy to answer any questions you have.

If you wish to sign up for a session you will need to have a bike to ride and will need to make sure it is safe to ride. Your instructor can make minor tweaks before you set out but the more time spent on this the less time you can spend riding. Please make sure you have all the equipment you need (helmet, gloves in winter, lights if it is early). Your instructor will talk through this when they call before you session so don't worry if you are not sure.

Bike parking

The City of Vincent is committed to providing sufficient bike parking throughout Vincent, especially in town centres and amenities.
