Street Prostitution Convictions in Vincent

What is the situation?

Street prostitution has long been an ongoing problem, predominantly within a small area of Highgate and Perth. The City has received numerous complaints from local residents who do not wish for themselves or their family to be exposed to such activity. In particular, women and girls who live in the area are distressed by being accosted by 'kerb crawlers'.

In response to this community concern, the City of Vincent has been working with WA Police and other government agencies to reduce illegal street prostitution since November 2012.

The City's actions focus on the ‘kerb crawlers’ and ‘street walkers’ - not the established brothels that operate within Vincent under WA’s Containment Policy.

What is the purpose of this web page?

The publication of details of those convicted of seeking a prostitute in a public place will serve as a deterrent to those contemplating to engage street prostitutes in the City of Vincent.

At the 11 June 2013 Council Meeting, Vincent Council approved a motion to publish on its website the names of all persons convicted of seeking the services of a prostitute in a public place. To read the full Minutes of this meeting, please click here (and search for item: 10.3 NOTICE OF MOTION: Mayor Hon. Information on the page (as seen in the table below) will remain on the website for a period of six months from the date of conviction.

Persons Convicted

Under section 5(1) of the Prostitution Act 2000, the following individuals have been convicted of: Seeking a prostitute in a public place.

There are no recorded convictions at this present time. Recorded convictions in Vincent will be added to this web page.

What action has the City taken to date?

The joint City of Vincent Ranger operation has been in place since 11 April 2013. 
The City of Vincent has undertaken:

  • Installation of CCTV (subject to further community consultation)
  • 'Eyes On The Street’ signage
  • Setting up a dedicated mobile contact number for residents to report street prostitution observations (along with the WA Police 131 444 number)
  • On board cameras and LED  scrolling signs in Ranger vehicles

The Vincent Rangers act as ‘Eyes on the Street’ to:

  • Collect complaints from residents
  • Observing and logging activity
  • Collecting and sharing the above information with WA Police

Has this had an effect?

Since the above has been implemented, there has been a decrease in the number of prostitution arrests and move on orders.

What should I do and who do I contact?

It’s best not to get involved directly and endanger yourself or your family – however we do welcome any observations or information that may help us combat this situation. Be observant and write down key information, such as descriptions of people or cars, number plates, street name and activity. Never seek out information – just report it if you are exposed to it.

For any observed street prostitution, kerb crawling (or anti-social or criminal behaviour), please report directly to WA Police and Vincent Rangers at the time of the offence, on the telephone numbers below:

PLEASE NOTE: The Vincent Ranger mobile is a dedicated after-hours contact for residents to report street prostitution and kerb crawling observations. If direct contact is not able to be made to a Ranger, please leave a detailed message, including alleged offences, time, street number and street name. This information will be used to target Ranger patrols to deter street prostitution and kerb crawling.
