Meeting procedures are set by the Meeting Procedures Local Law 2008

Attendance at Meetings

All council meetings and briefing sessions are open to the public (except where matters of a confidential nature are discussed). Confidential Items will be clearly identified.

Meetings are held in the Council Chamber located upstairs in the City of Vincent Administration and Civic Centre. You can also continue to watch our meetings and briefings online. All council meetings commence at 6pm. For details click here.  

Procedure for Public Question Time 

Members of the public present at Council Briefings will have an opportunity to ask questions or make statements during public question time. Questions and statements at Council Briefings must relate to a report contained in the agenda with questions and statements limited to a maximum of 3 minutes.

Please state your full name, suburb and the agenda item you are speaking to. Questions asked at an Ordinary Council meeting must relate to a matter that affects the City of Vincent. Questions asked at a Special Council Meeting or Committee Meeting must relate to the purpose for which the meeting has been called.

Please provide a postal or email address so that a response can be provided by the City.  

Deputations must be requested by emailing governance@vincent.wa.gov.au at least 24 hours before the meeting.  Requests should include the length of time being sought and some justification for additional time (please note that deputations are not usually heard at Briefings).  The Presiding Member will approve the deputation, and advise of the amount of time allocated.

Written statements will be circulated to Elected Members and will not be read out unless specifically requested by the Presiding Member prior to the commencement of the meeting.  Please include your full name, suburb and the agenda item you are referring to. Responses will be published in the agenda of the following month's Ordinary Council Meeting. Provision for submission of questions by alternative communication method may be utilised by a person with disability, please contact the Governance team on 9273 6000 to discuss.

Recording of Council Meetings

All Ordinary and Special Council Meetings are electronically recorded except when the Council resolves to go behind closed doors. All recordings are retained as part of the City's records in accordance with the General Disposal Authority for Local Government Records produced by the Public Records Office Live streaming of eMeetings is available on the City’s website here. A recording of the meeting will also be available to view on our website within 48 hours of the meeting.

Disclosure of Interests in Meetings

The Local Government Act 1995 (the Act) places specific obligations on elected members, local government employees and other persons involved in making decisions or giving advice on Council matters. Disclosures must be made by completing the PDF fillable forms below:

Completed disclosures must be emailed to governance@vincent.wa.gov.au  before the meeting or at the meeting immediately before the matter is discussed.

Council and Budget Workshops

Workshops are not decision-making forums and are not open to the public.

Council and Budget Workshops commence at 5.30pm and may be added or rescheduled if required.
