John Carey is passionate about making Vincent a better place to live, work and play. John has lived on Brisbane Street for almost ten years and loves the sense of the community and vibrancy.  As the co-founder of the Beaufort Street Network and inaugural Chair of the Beaufort Street Festival, he strongly believes in bringing out the full potential of the many urban villages that define Vincent.

John also wants to develop the City as a dynamic and forward-thinking Council, which undertakes strong consultation with the community and is focused on delivery of outcomes. This includes working to reduce the red tape and burden on residents and small businesses where possible – and making contact with Council a positive and engaging experience.

In his spare time, John likes to frequent many of Vincent's fantastic cafés – and take his dog Chewy for a walk at the local park.

Cr Julia Wilcox is a young professional who lives in Mt Hawthorn with her husband. Julia is keen to see Vincent become a thriving community which attracts and retains extended families with community members of all ages. Julia believes that by growing Vincent’s sense of community people’s personal safety and well-being is greatly improved and as Vincent grows there is a need to ensure that the community feel is maintained by encouraging locally-owned businesses and supporting street festivals.

Julia will work towards creating a diverse, vibrant, easy-to-live-in city which balances sensible development with maintenance of local heritage. With Vincent’s close proximity to central Perth, there is an opportunity to manage infrastructure and transport in a sustainable manner and is keen to see consideration of the climate factor into the use of public open space.

Cr John Pintabona is a serving WA Police Officer whose career has seen him work in both country and metropolitan regions. Since 1988 his specialised field has been in traffic management and community road safety. His experience spans all modes of operational and managerial policing including staff training, research, policy, and programme and project management.

John has an Advanced Diploma of Business Management and a Diploma of Policing. He has a special interest in how societies, governments and medical organisations think about and manage patient safety and in the translation of health research results into policy and practice within Western Australia.

John is an active champion for patient safety and open disclosure and his role with the WA Health Consumers Council has allowed him to represent community interests in this field.

John believes in an ethical, financially responsible, open and accountable Council that encourages community participation and consultation. John is keen to work towards improving the community whilst maintaining the unique lifestyle and character of Vincent through a sensitive and responsible approach to development.

Cr Laine McDonald is a public interest lawyer who lives in Highgate and loves its close proximity to Hyde Park and the Beaufort Street and William Street precincts. Prior to moving to Highgate, Laine was based in Phnom Penh, Cambodia working for anti-human trafficking organisations.

Laine has a double degree in Law/Arts (Political Science Honours) from UWA. She has keen interest in social justice, human rights and good governance.

Laine formerly sat on the Beaufort Street Network executive and is a strong supporter of community festivals and shared public spaces. Laine has a vision for a Vincent which celebrates diversity, places an emphasis on sustainability and which focuses on maintaining our rich heritage. Laine believes that it is the strong sense of community and eclectic mix of inner city hubs and lush green spaces that sets Vincent apart.   

Laine serves on the Beaufort Street Enhancement Working Group, Sustainability Advisory Group, Safer Vincent Crime Prevention Partnership Advisory Group, Community Development Advisory Group, Claisebrook North Community Liaison Group, Building Design and Conservation Awards Advisory Group and Garden Awards Advisory Group.

James is an active citizen and South Ward resident of 20 years who currently lives on Burgess Street in Leederville. James was sworn in at an informal ceremony on 5 March. He is a parent, a dog owner and a qualified urban planner who cares about our community spaces, urban villages, cycle and recreation facilities, and has been a volunteer for the ‘Vincent to Perth’ community campaign.

Cr Josh Topelberg has over 100 years of family history living and working in Vincent. He is married to a school teacher and has a young son. Josh manages his family’s business that has operated in Vincent for over 50 years.  He is also a Board Member of the Australian Furniture Association and chairs their Strategic Planning Committee. 

A true local, Josh’s daily life rarely takes him out of Vincent.  He is keen to see further development of Vincent as a hub for art, design and creativity in Western Australia and has a strong interest in the local business community. Passionate about community and cultural development, Josh is committed to independent local government that actively consults with the community.

Josh is a representative on the Audit Committee, Arts Advisory Group, Local Business Advisory Group, Community Consultation Review Working Group, Claisebrook North Community Liaison Group and Cheriton Street Property Working Group.  He is the chairperson of both the Local History and Heritage Advisory Group and Building Design and Conservation Awards Advisory Group.  Josh is also the City's Member on the Tamala Park Regional Council and represents Vincent on the Metro-West Joint Development Assessment Panel.
