The City of Vincent has unveiled two new draft plans to revitalise the Leederville town centre whilst maintaining and celebrating its unique urban character.
The City is calling on the community to have its say on both the Leederville Precinct Structure Plan (LPSP) – which will guide all future development in Leederville and the Leederville Town Centre Place Plan (LTCPP) – which will guide the City’s investment in the town centre over the next four years.
As part of Design Leederville launched in 2019, and the City’s ambition to invigorate the area, both plans recognise Leederville as one of Perth’s most successful town centres.
Ensuring Leederville continues to thrive for generations to come, the City developed the well-thought out and considered plans with the key purpose of shaping the town centre’s future.
Located just three kilometres from Perth’s CBD, the vibrant city fringe suburb of Leederville is an eclectic mix of cafes, bars, restaurants and residential dwellings.
Quirky, cool and cultured, Oxford Street is a drawcard for both locals and visitors alike, and The City is keen to preserve its unique atmosphere and unmistakable urban charm.
The draft LPSP proposes a variety of new housing options in the area – ranging from low scale developments in the north residential area and increased residential density in the south of the precinct.
Any new development along Oxford Street in the town centre will preserve the character of the street by maintaining a height limit of two storeys and ensuring traditional shop front designs align with the City’s Built Form Policy.
In addition, the LTCPP will include increased tree canopy, new landscaping, more public meeting places and improved access into and out of the precinct.
Mayor Emma Cole said all future plans for Leederville would be in keeping with the community’s long-term vision for the area and would retain the character and feel of the precinct.
“Leederville can be a transit orientated development and have a greater population in the town centre to support it to thrive, but we are going to be very sensitive about where that development goes,’’ she said.
“What’s important is that the streetscape along Oxford Street won’t change and that we value the culture of the place.
“The eclectic urban streetlife, the mix of old and new, the towering gum trees lining the streets, the unique offerings and cultural heritage are the things we love about Leederville.”
Key proposals in the LPSP:
- Facilitate a height restriction of two storeys on Oxford Street to preserve its character
- Increased density near the train station to facilitate choice of transport
- Scale and design buildings to respect and complement existing character and heritage elements
- Provide a diverse range of land uses and dwelling types to cater for all members of the community
- Achieve a critical mass of residents, visitors and workers to support new retail and community offerings
- Improved north and south pedestrian connections
- Key proposals in the City’s LTCPP:
- Create additional activated spaces for a growing population
- Retain and increase tree canopy
- New landscaping around new developments
- Leederville station upgrades
- Lake Monger underpass upgrades
- Loftus Street crossing improvements
- Public toilet improvements
- Lighting improvements
- Unique noise walls
The LPSP and LTCPP were subject to significant research and public consultation prior to being drafted.
Both plans address current issues impacting the town centre and seek to take advantage of its many opportunities for the benefit of the community.
“With development demand increasing in Leederville, it is essential that Council and our community consider a new and contemporary planning framework to guide this next phase of development,’’ Mayor Cole said.
“If adopted, the plans would both incentivise and set the standard for private and public investment in Leederville into the future.”
