Online Form - Noise management plan approval application

This online form is for submission of approval of a noise management plan for 'out of hours' construction works, under regulation 13 of the Environmental Protection (Noise) Regulations 1997

Please note the following:

  • 'Out of hours' works are outside of the hours of 7am to 7pm on any day that is not a Sunday or Public Holiday.
  • The application must be submitted to the City at least 7 days prior to the proposed construction works
  • Payment must be made prior to the application being assessed by an Environmental Health Officer*
  • Submission of this online from and noise management plan does not grant automatic approval. You will receive a formal letter should the works be approved

*Payment is not required if the noise management plan has been prepared by a state government agency such as Main Roads, Western Power or Water Corporation. Payment is required for contractors completing works on behalf of a state government agency. 

Before you submit your application (and to avoid delays in assessment by an Environmental Health Officer) please ensure all the required regulation 13 criteria has been met in your submission:

  • details of, and reasons for, construction work on the construction site
  • details of, and the duration of, activities on the construction site likely to result in noise emissions that fail to comply with the standard prescribed under regulation 7
  • predictions of noise emissions on the construction site
  • details of measures to be implemented to control noise (including vibration) emissions
  • procedures to be adopted for monitoring noise (including vibration) emissions
  • complaint response procedures to be adopted
  • aerial map of worksite showing nearest noise sensitive receiver/s
  • a copy of the proposed notification letter that will be sent to surrounding occupiers at least 24 hours prior to the works

You also must demonstrate that:

  • the construction work will be carried out in accordance with control of environmental noise practices set out in section 4 of AS 2436-2010 - Guide to noise and vibration control on construction, maintenance and demolition sites
  • the equipment that will be used on the premises was the quietest reasonably available
  • it is reasonably necessary for the construction work to be carried out at that time

Your application may be rejected should you fail to address the above criteria.

I understand that submission of this online form and upload of noise management plan does not automatically grant works approval. I understand that I will receive a formal approval letter from the City's Health Services should the noise management plan be approved.

Payment by credit card:

Once the application has been submitted, a credit card authority form will be emailed to you for payment for the application fee. The City's cashier will be copied in and a copy of your application will be attached for their records.
