In order to develop and promote community identity within the Town of Vincent, the Percent for Public Art scheme was introduced. The programme requires commissioned public artworks to be a part of public and private development projects within the Town.

Proposals for commercial, non-residential, and/or mixed residential/commercial developments over the value of $1,000,000 are to set aside a minimum of one per cent of the estimated total project cost for the development to be used for public artworks.

The commissioned artwork is to reflect the place, locality and /or community.

The Town was the first local government in Western Australia to adopt a Percent for Art Policy and it is through this policy that the Town boasts public artworks by a number of leading Western Australian artists including Stuart Green, Kevin Draper and Tony Pankiw.
