Emergency Management

The Town is involved in a number of emergency management committees:

Local Emergency Management Committee (LEMC)

The Town is an active participant in the Western Central Local Emergency Management Committee, which develops appropriate Preparedness, Prevention, Response and Recovery plans to deal with emergency situations, both natural and man-made, and has recently included strategies for terrorist actions, critical infrastructures and recovery.

District Emergency Management Committee (DEMC)

The Town is also a participant in this Committee, which is primarily focused on ensuring that LEMC strategies align with those of adjacent LEMCs.


Local Emergency Arrangements for Local Government

It is a legislative requirement, under clause 36 of the Emergency Management Act 2005, that states;

“36. Functions of local government

It is a function of local government-

(a) Subject to this act, to ensure that effective emergency management arrangements are prepared and maintained for its district;

(b) To manage recovery following an emergency affecting the community in its district; and

(c) To perform other function given to the local government under this Act”

to have Local Emergency Arrangements.

The Emergency Management Arrangements provide a framework for Hazard Management Agencies (HMAs) and local governments to manage an emergency event, should it occur in the Western Central Local Emergency Management Committee Area (WC LEMC) area. The WC LEMC area comprises of the Cities of Subiaco and Nedlands, the Towns of Cottesloe, Mosman Park, Vincent, Cambridge and Claremont, and the Shire of Peppermint Grove.

Emergency Services


Involvement with SES

The Town of Vincent is involved with the Northshore
Unit of the State Emergency Service.

The WA State Emergency Service (SES) is a division of the Fire and Emergency Services Authority (FESA) made up of volunteers who give up their time to help others when disaster strikes.

The Northshore unit of the SES covers the Perth metropolitan area and CBD, as well as some of the most popular beach and river suburbs including Cottesloe, Nedlands, Swanborne and Dalkeith.

The Council Municipalities covered by the Northshore SES unit are Nedlands, Claremont, Cottesloe, Peppermint Grove, Mosman Park, Subiaco, Cambridge, Vincent and Perth.

As well as having the Unit's Emergency Operations Centre situated within our boundaries, the Town of Vincent oversees the Northshore Unit's finances and is also the Sponsor Local Government.

The Town's Manager of Ranger and Community Safety Services, Jim MacLean, is the Manager of the Northshore SES Unit Inc.
